The Jungle Ruins was obtainable in Season 26: "Jungle Adventures" by reaching level 4.
This is mostly an accuracy change, Jungle Ruins has no issues getting other 250K items (such as Trophy Wings or Synth Drift), and is generally treated as a 250K add in bigger trades.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
